Passing the security review is required to publish your application to the AppExchange, and Salesforce is known to take it rigorously and seriously.
Interestingly, about 50% of the first submissions fail the security review, and failing the security review and re-submitting the application slows down the go-to-market.
Successfully passing the view might be a challenging task, especially for new ISV partners, as they don't yet have the experience to know what Salesforce commonly tests and where to pay attention.
Note that Salesforce doesn't check everything so that they might find new issues on the re-submissions.
